What is IIRSA?

The IIRSA Initiative is an institutional mechanism for the coordination of intergovernmental actions performed by the twelve South American countries. Its main purpose is to create a common agenda related to actions and projects of infrastructure integration regarding transportation, energy and communications.

Origins
The IIRSA Initiative came up from the First Meeting of Presidents of South America held in Brasilia on August 2000, where the regional leaders agreed to take joint actions to promote the process of political, social and economic integration of South America, including the modernization of the regional infrastructure and specific actions to stimulate the integration and development of isolated sub regions.

Action Plan 2000-2010
In compliance with the mandate conferred at the First Meeting of South American Presidents held in Brasilia on 2000, the Ministers of Transport, Energy and Telecommunications of the twelve countries prepared an Action Plan for the Integration of Regional Infrastructure in South America.

Guiding Principles
From the very beginning, IIRSA has envisaged guiding principles that have driven the actions of governments and CCT financial institutions, and has related the above-described general objectives to other regional initiatives.

Action Areas
The activities developed in IIRSA are based on a geonomic vision of territorial integration and the key role played by infrastructure, logistics and the regulatory and institutional aspects, which more often than not prevent countries from making an adequate use of infrastructure. In this context, two major lines of actions are drawn: EIDs and PSIs.

The Achivements of IIRSA 2006-2010

The strategic objectives of IIRSA for 2006-2010 are focused on four action areas: (i) Ensure the Implementation of the projects of the Implementation Agenda based on Consensus; (ii) Work towards making a qualitative leap in the territorial Planning process and the decision-making process related to investments in South American integration infrastructure; (iii) Capitalize the Initiative’s actions and experience gained in Integration Sectoral Processes to support integration infrastructure-specific projects; and (iv) Strengthen the Outreach strategy of the Initiative.
